Carrel said after meeting with Castaneda, prior to Wednesday, he was not certain what the outcome of the board meeting would be. "The whole problem came out of the bylaws and a general misunderstanding," Castaneda said. "I think that the rules of the committee in this case were very broadly applied and capricious," Carrel said. The committee faces developing a clear set of guidelines and regulations for future STFC members. The board said the verbal contract the STFC agreed do did not violate the First Amendment. "I've been trying to figure out what is best for the committee, what's fair and what's right."
